Senior Manager, Contracts Formulation (Ref:19267)

You will be responsible for:

  • providing professional advice to the Project Procurement team to ensure tender and contract documentation are implemented properly and adhered to the Authority’s procurement policy and procedures;
  • monitoring the tendering of design, works and service contracts to be in place and administered within the scheduled project timeframe;
  • providing pragmatic advice to the technical and design teams in the Projects Division to ascertain the tender readiness, and identify areas to be rectified and addressed;
  • developing standardized project procurement templates for all design and works / service contracts to ensure consistency and the compliance with the Authority’s internal governance procedures;
  • performing the role of key contact to liaise and work closely with the Legal and Secretarial Department of the Authority in the course of tender and contract formulation to ensure the internal governance procedures are met; and
  • providing other contract administration and procurement functions as directed.

 

You should:

  • possess a recognised university degree in quantity surveying or equivalent;
  • possess a professional membership of relevant institution such as RICS, HKIS or equivalent; knowledge in legal studies or construction law is an advantage;
  • have at least 15 years of post-qualification experience in quantity surveying and contract management with solid and in-depth experience in preparing and editing tender and contract documents;
  • have experience in government or institutional projects, public infrastructure works or large-scale building development;
  • preferably have experience in art and cultural facilities and alternative procurement vehicles like PFI / PPP; and
  • be proficient in written and spoken English and Chinese.
