Manager, Contract Administration (Ref:19268)

Kowloon (WKCDA Project Site Office)

You will be responsible for:

  • handling the financial management for budgeting and cost control, reviews with consultants and relevant departments for any financial matter, such as Government Rates and Rent issues and appeals;
  • overseeing and managing all contracts documentation and asset management for facilities management activities as well as to ensure all activities are complied with both external & internal audit purposes;
  • assisting in managing both internal and external procurement exercises, e.g. tendering or RFQs documentation preparation to align with the Authority's internal governance, policy and delegation authority;
  • supporting in venues operation, especially in the initial transition and pre-opening period for new venues’ operation, setting up of SOPs, policies, IT system (FMS) and operation manuals as well as providing ad-hoc support for events from financial perspective;
  • assisting in database set up in the computerized FM management System, e.g. space planning, cost coding, billing reference and UATs, etc.; and
  • providing support in any ad-hoc project works or tasks as assigned and helping in any emergency case.


You should:

  • possess a recognised university degree in facilities / engineering or equivalent;
  • have at least 10 years of experience in property and / or facilities management, of which at least 5 years at managerial level with experience in managing and preparing budget for routine operation for security, cleaning, R&M maintenance services and other capital improvement work, alternation projects, etc.;
  • have a professional knowledge of and practical experience in accounting, customer services and other building operation guideline or best practice;
  • be able to handle confidential matters professionally;
  • familiar with Building Management System (BMS), Facilities Management System; others management systems and preferably, Building Information Modelling; and
  • possess strong communication and presentation skills and the ability to effectively interact with internal and external personnel at all levels; and
  • be proficient in written and spoken English and Chinese.
