Manager, Procurement (Ref:19172)

You will be responsible for:

  • developing and leading a procurement category team in providing professional advice on the procurement planning and strategy formulation for specific categories and to achieve business goals and objectives;
  • managing, overseeing and monitoring the procurement team and activities for specific categories to ensure that the Authority’s procurement policy and procedures are implemented and adhered to;
  • planning, developing and executing strategic procurement activities through coordination with stakeholders, designing appropriate procurement strategies and methods through to contracts execution in the best overall interest of the Authority;
  • reviewing, formulating and implementing internal control, documentation, reporting, ERP System and supplier management systems to maintain procurement process integrity and compliance in accordance with the Authority’s policies; and
  • streamlining and enhancing procurement operating practices and conducting internal procurement-related training courses to update on the leading procurement practices.


You should:

  • possess a recognised university degree in purchasing and supply management, business management or equivalent;
  • have 10 years of experience in procurement, tendering and vendor management function, preferably 5 years at managerial capacity gained from multinational or sizable organisations;
  • have proven track record in developing and implementing procurement strategies, policies and guidelines and cost management initiatives;
  • possess solid experience in procurement management and in the setting up of the procurement operations;
  • preferably be a member of procurement/supply chain/logistics professional body;
  • have strong leadership and demonstrated stakeholder management skills and teamwork skills; and
  • be proficient in written and spoken English and Chinese.
