General Manager, Finance (Ref:19072)

Kowloon (Tsim Sha Tsui)

Reporting to the Chief Financial Officer, you will be responsible for:

  • Formulating financial strategies, policies and procedures, developing business and corporate plans, overseeing the financial management, management reporting, treasury and investment fund;
  • Manage the full spectrum of financial and accounting management activities to maximise returns and reduce the potential risks with meeting the operational needs of WKCDA and its subsidiaries;
  • Overseeing the preparation of the financial forecasts, business and corporate plans, ensuring overall goal congruence and eliminating sub-optimisation of divisional plans/initiatives;
  • Working with Investment Committee to formulate and implement investment and financing strategies including cash flow projection and control, and supporting the Private Public Partnership Committee to implement the Enhanced Financial Arrangement including the financial modelling and build-operate-transfer projects;
  • Managing project cost control to ensure that projects are within the approved budget, parameters and control guidelines;
  • Providing regular management reports and analysis to the Board, CEO and executive team on a timely and accurate basis with illuminating and succinct commentaries; and
  • Coordinate the finance and governance matters with other departments/subsidiaries and act as their business partners, and managing banks/financial institutions for WKCDA investment, project financiers and external auditors.


Applicants should:

  • Possess a recognised university degree or equivalent with professional qualifications in Accounting or Finance;
  • Have a professional membership of relevant institution;
  • Have at least 15 years of relevant experience of which 10 years at senior management level in a large-scale organisation;
  • Demonstrate a good understanding and be familiar with the public sector in Hong Kong;
  • Possess strong stakeholder management and leadership skills, sound judgment and strong ethics with impeccable integrity;
  • Be able to engage and communicate with multiple stakeholders; and
  • Possess excellent verbal and written communication skills in both English and Chinese.
