Chief Financial Officer (Ref:19107)

Kowloon (Tsim Sha Tsui)

Reporting to the Chief Executive Officer, you are responsible to:

  • Direct a comprehensive financial and management accounting service to West Kowloon ensuring appropriate financial corporate governance, policies, guidelines and procedures are maintained;
  • Establish a mechanism for the management of financial risks in operational activities to minimise their probability and potential impact;
  • Monitor overall revenue and financial budget, and other financial indicators across all divisions and departments;
  • Lead the design of financial and strategic business plans to identify potential funding and revenue generating opportunities to maintain the long-term financial health for West Kowloon;
  • Act as a strategic business advisor to senior executives on the finance related matters to support their decision making;
  • Direct the overall innovation and technology (IT) strategy and provide strategic leadership to drive development of IT infrastructure and solutions;
  • Direct the wide-ranging fundraising strategy including but not limited to capital campaigns, fundraising from trusts and foundations, donation from major donors and corporations/the private sector;
  • Build and maintain good relationships with external stakeholders to develop new strategic business opportunities and identify potential funding opportunities; and
  • Support the Investment Committee’s functions and serve as the Secretary of the Public Private Partnership Committee.


The ideal candidate should possess:

  1. A university degree or equivalent with professional qualifications in Accounting, Finance or Treasury;
  2. Membership of the Hong Kong Institute of Certified Public Accountants or equivalent;
  3. At least 20 years post-qualification experience, of which 10 years at senior management level;
  4. Proven track record in the relevant field with organisations of similar scale and complexity;
  5. Sound experience in governing multiple non-finance functions, including technology and development;
  6. Strong stakeholder management skills and ability to communicate and work with diverse constituencies including board members, public stakeholders, government bodies and developers;
  7. Well versed in developing fundraising strategies and plans; and
  8. Fluency in English and Cantonese strongly preferred.
