Assistant Manager, CRM & Data Governance (Ref:18199)

As one of the largest arts and cultural districts in the world, West Kowloon will be offering a wide range of events and services to the public, including ticket purchase, Wi-Fi, enews subscription, membership, event registration etc., of which different types of data will be collected in daily operation externally and internally. With the aid of our district-wide CRM system, not only we would want to manage our data systematically, and in compliant with our Personal Data Privacy Policy, but also to have a better understanding about our customers and have a vision to provide a pleasant and personalised experience to our audience based on big data / marketing intelligence.


You are responsible for:

  • supporting the Data Protection Office (DPO) and working closely with relevant groups and departments to develop and monitor policies and guidelines that are applicable to the business and in compliance with the Data Privacy Policy, including developing templates for data collection and assisting with data mapping;
  • supporting the daily usage of the Customer Relationship Management (CRM) system to ensure smooth running of all business and marketing functions, as well as the correct data capture, Personal Information Collection Statements (PICS) tracking and direct marketing consents;
  • monitoring the data capture and update, data flow within CRM system and its related systems or data sources such as ticketing system and CIAM system to ensure its accuracy and recency, and managing the data retention and disposal according to defined rules;
  • assisting in data analytics and reporting to facilitate the sales and marketing functions while ensuring compliance transparency in data privacy;
  • keeping a centralised personal data inventory and managing the regular data inventory review exercise with relevant departments and teams to ensure compliance with data privacy policy;
  • developing and delivering privacy training to raise employee awareness and conducting periodic risk assessment and advising on privacy impact assessments;
  • supporting the DPO and acting as the point of contact for data subjects in data privacy related matters, including handling and responding to data subject access requests, and doing timely investigations and reactions for potential incidents related to data breaches, complaints, claims and notifications;
  • monitoring the effectiveness of the district-wide data privacy management programme and facilitating the regular reporting to Data Steering Group;
  • working in partnership with the internal Legal and Secretarial Department on reviewing contracts and consents related to data custodianship and data privacy, and monitoring changes in data protection laws / regulations and keeping up-to-date with the changes in data privacy landscape in general.


You should:

  • possess a recognised university degree or equivalent;
  • have at least 5 years of relevant experience in customer data / relationship management, data privacy or data analytics, preferably in a cultural or entertainment / finance / insurance-based industry; experience in working with big data sets would be a plus;
  • have experience and understanding of Customer Relationship Management System and related IT systems;
  • be familiar with and have knowledge of the Personal Data (Privacy) Ordinance and data protection principles; experience in providing support and advice and developing guidelines or training on data privacy would be an advantage;
  • demonstrate good project management, analytical and interpersonal skills; and
  • be proficient in written and spoken English and Chinese.
