Safety Officer is a position in the Technical and Productions (T&P) team to support the managers and staff with health and safety advice, especially in the aspects of theatre technical and production operations, training and policy, and to provide administrative back up and systems to maintain accurate records of training and hazard and accident reporting.  The purpose of this role is to lead on and promote safety culture in performing arts and ensure all staff and visiting companies and contractors understand and are pro-active in their own role in maintaining a safe working environment for themselves and their colleagues with a focus in health and safety of Performing Arts activities.

The purpose of the T&P team is to create and run, all the technical aspects of the West Kowloon Cultural District Performing Arts facilities, productions, presentations, and related projects, in partnerships with directors, designers and project leaders.  The aim is to help creative teams and partners, achieve their artistic vision within the agreed timescales and budgets to the highest possible standards.

As a member of T&P team, the successful candidates will work closely with the rest of the team to ensure that fellow team members, workers and visiting professionals understand and creatively comply with safety legislation and that WKCDA’s safety policies and practices are understood and adhered to, and that a positive and creative health and safety culture is promoted in the workplace of performing arts venues.

 

You will be responsible for:

  • working and collaborating with the District Safety, Health and Environment team and T&P team to develop, implement and maintain Performing Arts health & safety policies, procedures, working practices and create training programs and management systems that can be applied to all Performing Arts facilities of the District in compliance with legislation and the standards of the Authority;
  • providing advice, guidance and assistance in all matters relating to Health and Safety to all related parties internally and externally, developing and introducing health and safety initiatives to enhance health and safety standards and awareness and ensure the required standards and working practices are met;
  • supporting the managers in carrying out, recording, disseminating and reviewing risk assessments and method statements, prioritising remedial actions and monitoring their implementation to minimise risk to employees, visitors and assets;
  • carrying out regular on-site health and safety checks and inspections during events and productions, providing and assisting in executing creative solutions and safe alternatives to mitigate risk in day to day and exceptional stage work and preventive measure to resolve health and safety issues;
  • leading and conducting in-house health and safety related training with team members where necessary, developing and delivering in-house training and tool box talks, maintaining the staff data base and leading the engagement of external health and safety trainers as required; and
  • investigating, handling and recording accidents, near misses and incidents, monitoring and maintaining the relevant data base and record, providing support and recommendations to the WKCDA management regarding corrective actions and monitoring their implementation.

 

You should:

  • possess a recognised university degree and an accredited professional diploma in Safety Management or equivalent;
  • be a registered safety officer with the Labour Department;
  • have at least 5 years of experience in implementation of Health & Safety Management System, with profound knowledge and experience in safety, experience in cultural and performing arts industry preferred;
  • possess experience in safety inspection and auditing of event and cultural projects; knowledge and practical experience of the performing arts industry (e.g. theatre, exhibition centre, etc.) would be an advantage;
  • be creative and flexible to interpret safety requirements within a live performance environment;
  • have proven experience in providing advice and improvement plans to operational teams on cultural, events or theatre projects;
  • have experience of working alongside Stage Managers, Production Managers and Technical Managers to ensure that all operations and installation of stage settings and equipment are safe and comply with legislation;
  • experience in designing and delivering relevant Health and Safety training;
  • be self-motivated, independent and able to work under pressure, and manage a busy workload with high productivity;
  • be sensitive in dealing with confidential information;
  • be proficient in PC skills including MS Office; and
  • have excellent oral and written communication skills in English and Chinese.
